Buying and registering a car in Dubai: online ownership transfer, the AED 170 inspection, yearly renewal and 14-day deadlines

Buying a car in Dubai, new or used, is completed by registering it with Dubai's Roads and Transport Authority (RTA): an ownership transfer with a 14-day online contract, a technical inspection, insurance and an AED 350 registration fee for a light vehicle. Based on three RTA service pages, this article explains the conditions, documents, fees, yearly renewal and two examples.

Many Dubai residents buy a car after getting their licence. The purchase, whether from a dealer or a private seller, is completed by registering the car in the buyer's name with Dubai's Roads and Transport Authority (RTA). This article is based on three RTA service pages: "Apply for Changing a Vehicle Ownership" (updated 6 October 2026), "Renew and Amend Vehicle Data Ownership" (updated 14 October 2026) and "Apply for Vehicle Inspection" (updated 6 October 2026). All three were checked on 25 October 2026.

Transferring ownership of a used car

RTA offers this service to citizens, residents, GCC nationals and diplomats. Its output is a "Vehicle Sale and Purchase Agreement Certificate" valid for 14 days. The main conditions:

ConditionWhat RTA says
DeadlineAll licensing steps must be completed within 14 days to avoid fines; the online agreement is cancelled after 14 days
FinesAll traffic fines, in Dubai and other emirates, must be paid
MortgageIf the car is mortgaged, the mortgage must be released online
Expired registrationIf the registration has expired, the non-renewal fine must be paid
Insurance and inspectionElectronic insurance and electronic technical inspection are required
GCC specificationsIf the customs card shows the car is not GCC-specification, a conformity document from the Ministry of Industry and Advanced Technology is needed

The online steps

StepTask
1The seller signs in to the RTA website with UAE Pass or licence or plate details and chooses the ownership change service and the car
2The seller's identity is verified with UAE Pass and the registered phone, and the fines are paid
3The seller enters the buyer's and the car's details and submits the request
4The buyer signs the agreement through a link sent by SMS and email, then the seller signs
5The seller chooses to return the plates at a centre within 14 days or send them by courier
6The buyer pays the fees and completes the car's registration at a service centre

According to RTA, for one-year registrations the buyer pays all the fines.

These examples are hypothetical and only put the official fees above side by side.

**Example 1: buying a used light vehicle with a short plate.**

Light vehicle registrationAED 350
Short plateAED 35
Sale and purchase agreementAED 50
Knowledge and InnovationAED 20
Total RTA feesAED 625

Insurance, card delivery and any outstanding fines are counted separately. If the car fails the inspection, each re-inspection is AED 50.

**Example 2: the yearly renewal of the same car.** The following year, renewing a light vehicle is AED 350 and AED 20 Knowledge and Innovation, plus the AED 170 inspection if the car needs one; AED 540 in total, without insurance or delivery.

Practical points

  • Before paying the seller, check the car's fines and mortgage; a transfer cannot go through with fines or a mortgage.
  • Keep the 14-day deadline of the online agreement in your plan; the agreement is cancelled after that.
  • Book the inspection early; the inspection certificate is valid for only 30 days.
  • Renew the car insurance so that it has at least 6 months' cover when you renew the registration.
  • Also weigh the daily driving costs; the article "Daily driving costs in Dubai" explains Salik tolls and parking.
