Hong Kong and Singapore with a Dominica or Vanuatu passport: 90 days visa-free in Hong Kong, Singapore's free arrival card and the entry conditions

According to the official page of Hong Kong's Immigration Department, nationals of Dominica and Vanuatu may enter Hong Kong visa-free for up to 90 days. Dominica and Vanuatu are also not on Singapore's official list of countries whose nationals need a visa. This article explains the entry conditions of both, Singapore's free arrival card, what visitors may and may not do, and an example trip, from both governments' official pages.

Hong Kong and Singapore are two of Asia's main business and travel hubs, and many people who obtain a second passport travel to one of them. The good news is that with a Dominica or Vanuatu passport neither needs a visa in advance for a visit. But both have conditions you should know before you travel. This article is based on the official pages of Hong Kong's Immigration Department (ImmD) and Singapore's Immigration & Checkpoints Authority (ICA), checked on 26 October 2026.

Hong Kong

According to the official "visit visa and entry permit" page of Hong Kong's Immigration Department (updated in August 2026), the table in paragraph 12 gives a visa-free period of "90 days" for "Dominica (Commonwealth of)" and for "Vanuatu".

Entry conditions

  • Enough money. Visitors must have adequate funds for the whole stay without working (paragraph 5).
  • Ticket. An onward or return ticket is needed, unless the traveller is in transit to the Chinese Mainland or Macao (paragraph 5).
  • The officer's discretion. The official page states that Hong Kong's immigration authorities have the right to refuse anyone permission to land, even if they meet the conditions.

What visitors may not do

Under paragraph 6, a visitor may not:

  • take up employment, paid or unpaid;
  • establish or join a business;
  • enrol as a student at a school or university.

Work, study, business or residence needs a separate visa or entry permit, which must be obtained before travel (paragraphs 4 and 11). A change of status after arrival is not normally permitted, except in "the most unusual circumstances" (paragraph 6). Anyone who wants to stay beyond the visa-free period must get a visa before travelling (paragraph 5).

A note about the Chinese Mainland

Hong Kong has its own entry rules. Visa-free entry to Hong Kong does not mean visa-free entry to the Chinese Mainland; check the Mainland's rules separately before you travel there.

Singapore

Is a visa needed

ICA's official "visa requirements" page (updated on 25 June 2026) lists only the countries and territories whose nationals need a visa. Dominica and Vanuatu are not on that list. ICA suggests contacting it through its enquiry form, with a copy of your travel document, if you are unsure.

Entry conditions

According to the official "entering Singapore" page (updated on 29 September 2026):

  • Passport. All travellers, except Singapore passport holders, must have a passport with at least 6 months' validity.
  • Onward travel and funds. Short-term travellers should have proof of onward travel (tickets or the visa for their next destination) and carry sufficient cash.
  • Biometrics. Fingerprints and facial and iris images are taken on entry.
  • Yellow fever. Anyone who was in a country with a risk of yellow fever transmission in the 6 days before arrival (or spent more than 12 hours in transit at an airport in such a country) must show a valid yellow fever vaccination certificate.

The SG Arrival Card (SGAC)

According to the official SGAC page:

  • All travellers must submit the SG Arrival Card with an electronic health declaration; transit passengers who do not pass through immigration are exempt.
  • It must be submitted "within three (3) days (including the day of arrival) before arrival".
  • Submission is free, through the SGAC e-Service on ICA's website or the MyICA app.
  • ICA warns that it does not support services of commercial entities that charge a fee to submit the card, and that these entities are not affiliated with ICA.
  • False health declarations may be prosecuted under the Infectious Diseases Act.

Length of stay

ICA publishes no fixed length of stay for visitors. The permitted period appears on the electronic visit pass (e-Pass), which is retrieved from the official portal after arrival. Anyone who wants to stay longer must apply online for a visit pass extension before it ends, subject to ICA's approval.

Example: a short business trip on a Dominica passport

A traveller on a Dominica passport with 5 months left on it wants to spend 10 days in Hong Kong and then 5 days in Singapore to meet business partners.

QuestionHong KongSingapore
VisaNot needed; 10 days is less than 90Not needed
A passport valid for 5 more monthsThe official page sets no figure; also check with the airlineNot enough; at least 6 months is needed, so the passport must be renewed
TicketThe Hong Kong to Singapore ticket meets the onward travel conditionA ticket out of Singapore is needed
Before travel—The free SGAC within 3 days before arrival
Business meetingsThe official page bans employment and establishing or joining a business; ask ImmD about business meetingsAsk ICA or Singapore's Ministry of Manpower about any business activity

Practical tips

  • Before travelling to Singapore, make sure your passport has 6 months' validity.
  • Fill in the SGAC only on ICA's site or the MyICA app; it is free.
  • For Hong Kong, carry an onward or return ticket and proof of enough money.
  • Visa-free means visiting only; work, study or setting up a business needs a separate visa.
  • See the full list of visa-free countries in "Travelling on a Dominica passport: visa-free countries and visa countries" and "Travelling on a Vanuatu passport: visa-free countries and recent changes".

Royal Golden does not handle Hong Kong or Singapore visa applications and does not give immigration advice for either. This article is general information, and the decision on entry rests with each country's border officers.
