Turks and Caicos proposes 25-year investor permits instead of permanent residence

A new Immigration Bill in the Turks and Caicos Islands would replace the investment routes to permanent residence with a renewable 25-year permit whose holders could not become permanent residents. Existing certificates would remain valid.

The government of the Turks and Caicos Islands proposes to replace its investment routes to permanent residence with a renewable 25-year Long Term Residence Permit, IMI Daily reports. Under the Immigration Bill 2026, permit holders would expressly not be eligible for permanent residence.

The permit would govern the right to live and work in the territory without granting Turks and Caicos Islander status. It could be revoked if the holder does not keep the qualifying investment. The investment amounts are left to regulations and have not yet been set; lower amounts would apply on the smaller islands.

The territory has no citizenship by investment programme. Until now, investors reached permanent residence through investment, then naturalisation. According to the report, a fixed-term permit would in practice close that path.

What it means

Existing Permanent Residence Certificates would remain valid under transitional rules. The bill is still before Parliament, and no timetable or effective date has been announced.
