A complete application is the shortest way to a result. The Citizenship by Investment Unit of Dominica (CBIU) publishes the list of required documents on its official page. We checked it on 24 October 2026 and grouped it in this guide. The CBIU stresses that the list is for reference and that the details of each application are set by the Authorised Agent.
The general rule: English, notarised, legalised
- The whole application must be in English.
- Documents in another language are translated, and the translation is also submitted notarised and legalised.
- Colour copies of documents are notarised and legalised before submission.
- The main applicant and adult members sign wherever needed. The forms of minor children are signed by both parents or the legal guardian.
The official forms
- D1: Disclosure Form
- D2: Fingerprint and Photograph Verification Form, completed before a fingerprinting officer
- D3: Medical Questionnaire and Certificate, completed by a licensed doctor
- D4: Investment Agreement, for the main applicant only
- Sale and Purchase Agreement, only on the real estate route
- Form 12: two completed and notarised copies
Identity and civil documents
- Colour copies of all the passports you hold
- Birth certificate
- Marriage or divorce certificate, if any
- Colour copy of the driving licence
- Colour copies of all identity cards and books
- Military service and discharge documents, if any
- Documents of a name change, except a change through marriage, if any
- Eight passport-size photographs
Police clearance certificates
- For each applicant aged 16 and over, from the country of birth, the country of citizenship, the country of residence (if different) and any country where they lived for more than six months in the past ten years.
- For children aged 12 to 15: a parental affidavit that the child has no criminal record.
This is usually the most time-consuming part of the application, since obtaining certificates from several countries needs separate processes. Start it at the very beginning.

- Children aged 12 to 18: a letter of recommendation from the head of their school or university
- Children aged 18 to 30 in study: official transcripts or a letter from the education authority confirming enrolment
Medical documents
- HIV test results for every applicant aged 12 and over
- Routine blood and urine test results
- Form D3
According to the CBIU's "How to apply" page, the test results must not be dated more than three months before submission.
Education and work documents

- A detailed career history or CV
Financial and source of funds documents

- An employment letter or financial statements
- Twelve months of bank statements
- A bank reference letter
- A notarised sworn statement of source of funds
- Proof of payment of the relevant fees
Proof of address
- Proof of address: a lease or title deed, plus a utility bill
Other documents
- A notarised Statutory Declaration
- A letter to the Minister
Practical tips
- Make a separate folder for each family member and name the files clearly.
- Check the passports' validity; renew a passport that will soon expire before you start.
- Names must be written the same way in all documents. Explain any spelling difference with a document from the start.
- In the Royal Golden customer portal, each member's document list is shown separately and you can follow the status of each document.
