What Dominica's CBIU is and what it does

The Citizenship by Investment Unit of Dominica (CBIU) is the government body that runs the country's citizenship programme. It receives applications from Authorised Agents, carries out due diligence and interviews, and recommends the decision to the government. This article explains the CBIU's role and its relationship with the applicant and the agent.

Every citizenship by investment programme has a responsible government body. In Dominica it is the Citizenship by Investment Unit (CBIU). The information below comes from the CBIU's official website, checked on 24 October 2026.

What the CBIU does

  • Publishes the programme's rules and fees, the list of documents, the lists of Authorised Agents and promoters, and the banned and restricted nationalities.
  • Receives applications only from an Authorised Agent, not directly from applicants.
  • Carries out due diligence with an independent firm.
  • Holds the online interview of applicants aged 16 and over.
  • Recommends the decision to the Government of Dominica and issues the decision letter: approval in principle, deferral with a stated reason, or refusal.
  • After receiving proof of the investment, issues the Certificate of Naturalisation.

What the CBIU does not do

  • Does not publish the forms. The forms are available only through an Authorised Agent.
  • Does not accept applications in a language other than English.
  • Does not take the final decision alone. The decision rests with the government.

Confidentiality

The CBIU says applications are confidential, except where authorised due diligence firms and international partners carry out the checks.

Applicant, agent and CBIU

  • The applicant prepares the application with the Authorised Agent.
  • The agent submits it and answers the CBIU's questions.
  • At the interview, the interviewer contacts the applicant directly and the agent is not present.
  • The decision letter goes to the agent, who passes it to the applicant.

Contacting the CBIU

The CBIU's published e-mail address for questions is info@cbiu.gov.dm. Official and current information is always on cbiu.gov.dm.
