Applying for Dominica citizenship, step by step

A Dominica citizenship application starts with choosing an Authorised Agent and ends with the Certificate of Naturalisation and the passport. This guide explains each step in order: what the applicant does, what the agent does and what the CBIU does.

The Dominica citizenship process has a set order, which the CBIU publishes on its "How to apply" page. This guide gives the same steps with practical notes. The sources were checked on 24 October 2026.

Step 1: choose an Authorised Agent

  • The CBIU does not accept applications directly from applicants, and the forms are available only through an Authorised Agent.
  • An Authorised Agent is someone licensed by the Cabinet who has paid the licence fee.
  • The official list of agents is published on the CBIU website. Before signing a contract, find the agent's name on that list.

Step 2: choose the investment route

  • The Economic Diversification Fund (from US$200,000 for a single applicant) or approved real estate (a minimum of US$200,000 plus government fees from US$75,000 per applicant).
  • On the real estate route, the property is reserved with a sale and purchase agreement before submission.

Step 3: prepare the application

  • Forms D1 to D4 and Form 12, identity and civil documents, police clearance certificates, medical documents, education and work documents and source of funds documents.
  • All in English, notarised and legalised. Documents in other languages are translated.
  • The blood, urine and HIV tests must not be dated more than three months before submission.

Step 4: submission and the initial fees

  • The agent submits the application to the CBIU and answers its questions.
  • Proof of payment of the relevant fees (such as processing and due diligence) is part of the application. The investment is not paid yet.

Step 5: due diligence and interview

  • An independent firm carries out the due diligence.
  • Every applicant aged 16 and over attends an online interview. The agent cannot attend in the applicant's place.

Step 6: the decision letter

  • The CBIU recommends the decision to the government and the agent receives a letter: approval in principle, deferral with a stated reason, or refusal.
  • The CBIU states the usual time from submission to approval in principle as three to four months. This time is not guaranteed.

Step 7: paying the investment

  • After approval in principle, the fund contribution is paid or the real estate purchase completed, as the CBIU's letter instructs.
  • Pay only into the accounts named in the official letter.

Step 8: the oath and the Certificate of Naturalisation

  • According to the CBIU's FAQ, each new citizen signs the Oath of Allegiance to Dominica before a notary, a justice of the peace or a commissioner of oaths.
  • On proof of the investment, the CBIU issues the Certificate of Naturalisation, which is the proof of citizenship.

Step 9: the passport

  • With the Certificate of Naturalisation, the Dominica passport is applied for.
  • An adult's passport is valid for up to ten years and a child's under 16 for five years.

After citizenship

  • Residence in Dominica is required neither before citizenship nor after it.
  • On the real estate route, the property is held for at least three years.
  • A minor child can be added to the application later.

In the Royal Golden customer portal you see the stage of the application and each family member's documents, and you follow messages and payments from there.
