In recent years the citizenship by investment programmes of the Eastern Caribbean faced price competition and international questions about their due diligence. In 2024 the countries that run these programmes signed a "Memorandum of Agreement" to raise the minimum investment and make it uniform.
What the agreement says
According to the text of the agreement published in June 2024:
- The signatory countries agreed to raise their programmes' minimum investment to US$200,000, and make it the same, by 30 June 2024 at the latest.
- Any later change to this minimum is possible only with the agreement of all signatories.
- The minimum refers to the money actually invested for the applicant, not a gross amount that shrinks after fees are deducted.
Which countries
The media reported that Antigua and Barbuda, Dominica, Grenada and Saint Kitts and Nevis signed. Reports on Saint Lucia differ. We did not find the officially signed version of the agreement on government websites, so read this part with caution.
In Dominica
The official CBIU page now shows this minimum:
- a contribution to the Economic Diversification Fund from US$200,000 for a single applicant;
- approved real estate with a minimum value of US$200,000, plus government fees from US$75,000 per applicant.
What it means for applicants
- Treat offers advertised below the official minimum with suspicion. Always compare the amount with the official source and its date.
- The rule of "money actually invested" means that hidden discounts, or returning part of the money to the applicant, do not fit the spirit of this agreement.
- Prices may change again. Before signing, check the day's amount on the country's official page.
