What an Authorised Agent is and why it matters

In Dominica's citizenship programme, an application is accepted only through an Authorised Agent: someone licensed by the Cabinet. This article explains who an Authorised Agent is, what they do, what they do not do and how to check their licence.

In the Caribbean citizenship programmes, applicants do not submit the application themselves. The Citizenship by Investment Unit of Dominica (CBIU) states plainly that it accepts applications only from an Authorised Agent. The information below comes from the CBIU's official pages, checked on 24 October 2026.

The official definition

According to the CBIU's FAQ page, an Authorised Agent is someone who:

  • has been licensed by the Cabinet of Dominica;
  • has paid the agent licence fee;
  • is allowed to act on behalf of the main applicant.

The full list of Authorised Agents is published on the official "Authorised Agents" page of the CBIU website.

What the agent does

  • Provides the official forms, which are available only through an agent.
  • Helps prepare the forms, the supporting documents and the medical examination.
  • Submits the application to the CBIU and answers all of its questions.
  • Receives the decision letter and passes it to the applicant.

What the agent does not do

  • Does not decide on citizenship. The decision rests with the Government of Dominica.
  • Does not attend the interview in the applicant's place. The CBIU says agents may not attend interviews.
  • Cannot guarantee approval. Any promise of "guaranteed citizenship" is a warning sign.

How to check an agent

  • Search for the person's or company's name on the official list of Authorised Agents on the CBIU website.
  • Make sure your contract is with the same person or company named on the list, not with an unknown intermediary.
  • Compare the official amounts with the CBIU's pages.
  • Ask where the investment money is paid. The final payment is made as the CBIU's official letter instructs, after approval in principle.

Authorised Agents and promoters

Besides Authorised Agents, the CBIU publishes a list of "Licensed Promoters". According to the official page, a promoter is a person or company under contract with an Authorised Agent and allowed by the CBIU to introduce the programme to applicants. The application is always submitted through an Authorised Agent. Ask whoever you work with who the Authorised Agent of your application is, and find that name on the official list.
